Sequencing quality holds so they don't slow the programme

An inspection and test plan lists the points where work must be checked before it proceeds — setting-out, reinforcement, pre-pour, pre-cover. Each one is there because a defect found later is expensive or impossible to fix. The plan is not negotiable; its timing is.

The common failure is treating every hold point as a full stop for the whole front. A single inspection queue behind one engineer turns a two-hour check into a half-day wait for every gang. The work is right, but the programme leaks.

The better approach is to break the front into inspection zones that can be released independently, and to staff inspection to match the pour plan. If three slabs are pouring this week, the pre-pour checks are resourced for three parallel sequences, not one.

It also helps to move checkable work earlier. Reinforcement can be inspected in sections as it is fixed, rather than all at once the evening before a pour. Embedded items and cover can be signed off progressively. The pre-pour check then confirms a state that is already largely verified.

Done this way, the hold points still do their job — nothing is covered before it is checked — but they sit inside the flow of work instead of across it.
